Rebalance Staff Costs

Currently, to make staffed resorts profitable, yo need to cram as many tiny room sin there as you can. This means each room has to be a closet; you can't make open and luxurious rooms. If base costs or additional costs were lowered for staff (looking at you Julia), we could have larger more open bedrooms that are easier to navigate without breaking the bank.
